My best answer:

IR support for Double Byte

The Intelliresponse solution uses UTF-8 encoding to represent and store knowledge content. UTF-8 is the dominant character encoding for the Internet and can represent multi-byte character sets, including double-byte representations for the Chinese and Japanese languages. This capability allows content to be written in all languages that have UTF-8 compliant character sets.

Currently, the IntelliResponse administration interface itself only provides English screen labels, although the application can support content creation for all supported languages, and provides correct rendering of that content and related questions in UTF-8 format.
